Narrative:
Due to WX; numerous air carrier's departing phx wanted to deviate left of the chily 1 departure. Unable to approve deviations to the right due to inbound traffic descending into phx. Gladden and bagdad MOA's and atcaa's were active and all aircraft could not climb fast enough to climb above the military airspace. This military airspace is to the left of the departure where aircraft wanted to go around WX. Aircraft were assigned headings that narrowly avoided military airspace and WX. Due to procedures that are extremely time-consuming in recalling military airspace; this continued for at least 1 hour or more.

Title: ZAB CTLR DESCRIBED POSSIBLE MOA-ATCAA AIRSPACE INFRACTIONS DURING WX DEVS INVOLVING PHX DEP ACFT.
Narrative: DUE TO WX; NUMEROUS ACR'S DEPARTING PHX WANTED TO DEVIATE L OF THE CHILY 1 DEP. UNABLE TO APPROVE DEVS TO THE R DUE TO INBOUND TFC DSNDING INTO PHX. GLADDEN AND BAGDAD MOA'S AND ATCAA'S WERE ACTIVE AND ALL ACFT COULD NOT CLB FAST ENOUGH TO CLB ABOVE THE MIL AIRSPACE. THIS MIL AIRSPACE IS TO THE L OF THE DEP WHERE ACFT WANTED TO GO AROUND WX. ACFT WERE ASSIGNED HDGS THAT NARROWLY AVOIDED MIL AIRSPACE AND WX. DUE TO PROCS THAT ARE EXTREMELY TIME-CONSUMING IN RECALLING MIL AIRSPACE; THIS CONTINUED FOR AT LEAST 1 HR OR MORE.
