Narrative:
Learjet was vectored southwest to the addison ILS runway 33 final approach course. Dallas love ATCT (dal) coordination an air carrier X that was 'requesting a go around (runway 31R) what would you like him to do? I coordination a heading of 340 degrees and a climb to 4000 ft with the expectation that dal ATCT would not initiate the instructions prior to the departure end of dal runway 31R. I turned and cleared the learjet for the ILS 33 approach at ads; after slowing him to 170 KTS due to strong northeast winds aloft. Air carrier X was instructed by dal ATCT to fly my assigned heading prior to the approach end of dal runway 31R. I observed this early and unexpected turn and verified with dal ATCT that he was commencing the assigned climb. The embraer at 2100 ft converged with the learjet at 2500 ft and separation was lost. I had no reasonable expectation that these 2 aircraft should ever be a factor for one another. Facility LOA's and SOP's are currently being reviewed as a result of this event.
