Narrative:
Flight plan and tps was pulled up in operations. Tps called for a standard power takeoff with ptow 403.9 and atow 406.9. Load closeout indicated a takeoff weight of 405094 pounds. Takeoff was made using standard power as per the tps. Out time was XA48L and off at XB08L. We received a revised load closeout (rvsn 01). It showed a takeoff weight of 407388 pounds. This revised closeout was received nearly 2 hours after takeoff. We took off using the tps and original load closeout properly. However; 2 hours after gate departure; we learned that with the revised closeout that an improper tps was used. Such situations could be disastrous. I have the tps and closeouts. At what level did the error/omission occur? Why the time delay? What is the fix?

Title: 2 HRS AFTER TKOF A B767-300ER CREW RECEIVED A WT MANIFEST THAT SHOWED THEM OVER 2000 LBS HEAVIER THAN THEY PLANNED.
