Narrative:
It seems that I have ETOPS released an aircraft with the wrong SELCAL decoder installed. Installed part number XXX-XXXB (wrong effectivity) and what was removed was part number XXX-XXXA (the correct effectivity). Air carrier Y is our maintenance contract provider. During yesterday's maintenance conference call aircraft was being routed with 'SELCAL inoperative' and a part order form was submitted for part number XXX-XXXB; but was informed by maintenance control that this is an air carrier Y common part and check to see if it is stocked here locally. Called and verbally confirmed with air carrier Y stores that part number XXX-XXXB was stocked in ZZZ. Instructions were to replace SELCAL decoder with stocked item tonight. SELCAL decoder was replaced and operational checked normal per amm by air carrier Y maintenance. I reported to work the next day and reviewed the maintenance documents that were performed on aircraft log pages; work cards seem to be properly filled out. ETOPS released aircraft for flight. Later; upon closer examination of unserviceable tag for SELCAL decoder noticed last part number removed and installed were different. Confirmed with our ipc that SELCAL decoder installed was not effective for aircraft. Immediately called maintenance control and informed of discrepancy. Aircraft arrived with no discrepancy on SELCAL system. Aircraft was grounded and correct part was installed by our maintenance and aircraft was released for service incurring no delay. Found out that both SELCAL decoder part number XXX-XXXB and XXX-XXXA is listed under the same part number in the air carrier Y serviceable aircraft parts system and is interchangeable. While our ipc points out that these 2 parts are not interchangeable. Factors that contributed to this was how the air carrier Y parts system does not recognize our air carrier parts effectivity and air carrier Y maintenance assuming part is effective for our aircraft. 2 possible solutions to remedy this so it does not happen again; is to integrate air carrier Y parts system with our parts system which in turn will build up better communication with air carrier Y and us. Also I am going to implement certain procedures to closely monitor parts on and off.

CONFIRMED WITH OUR IPC THAT SELCAL DECODER INSTALLED WAS NOT EFFECTIVE FOR ACFT. IMMEDIATELY CALLED MAINT CTL AND INFORMED OF DISCREPANCY. ACFT ARRIVED WITH NO DISCREPANCY ON SELCAL SYS. ACFT WAS GNDED AND CORRECT PART WAS INSTALLED BY OUR MAINT AND ACFT WAS RELEASED FOR SVC INCURRING NO DELAY. FOUND OUT THAT BOTH SELCAL DECODER PART NUMBER XXX-XXXB AND XXX-XXXA IS LISTED UNDER THE SAME PART NUMBER IN THE ACR Y SERVICEABLE ACFT PARTS SYS AND IS INTERCHANGEABLE. WHILE OUR IPC POINTS OUT THAT THESE 2 PARTS ARE NOT INTERCHANGEABLE. FACTORS THAT CONTRIBUTED TO THIS WAS HOW THE ACR Y PARTS SYS DOES NOT RECOGNIZE OUR ACR PARTS EFFECTIVITY AND ACR Y MAINT ASSUMING PART IS EFFECTIVE FOR OUR ACFT. 2 POSSIBLE SOLUTIONS TO REMEDY THIS SO IT DOES NOT HAPPEN AGAIN; IS TO INTEGRATE ACR Y PARTS SYS WITH OUR PARTS SYS WHICH IN TURN WILL BUILD UP BETTER COM WITH ACR Y AND US. ALSO I AM GOING TO IMPLEMENT CERTAIN PROCS TO CLOSELY MONITOR PARTS ON AND OFF.
