Narrative:
While towing a banner off seaside park; nj; I was almost hit by a descending and turning aircraft also towing a banner. I was flying a husky with wingtip strobes illuminated and towing a 45 letter red and black lettered banner -- straight and level 300 ft over the water 500 ft off the coast of seaside. The WX was good VFR (better than 7 mi visibility with scattered clouds at 5000 ft or more). The other plane -- a citabria -- came over my right wing where I could not see it coming and cut in front of me while descending. I had to take immediate evasive action (a right 360 degree turn) to avoid being hit by the other plane and the banner. When I landed I contacted the owner of the company that owns the plane who spoke with the pilot -- a young man who reported he never saw me.
