Narrative:

Flight normal until 30 mins before landing. ATC then advised we were slightly off course. Several mins later; ATC said we were substantially off course -- about 10 mi. All aircraft navigation system showed normal: IRS position; were all aligned and similar; and there was not any apparent map shift. ATC issued vectors; raw data was used to navigation and perform ILS. On ground; position on HSI was 10-12 mi off. As a footnote; TCAS system was placarded inoperative. No TCAS; IRS units off course and hazy visibility certainly degraded traffic separation capabilities.
