Narrative:
Pve is a new airport named beech river regional indexed as lexington-parson; tn. This airport opened may 2006. The VOR approach off of jks is on the 065 radial; the airport missed approach is 8.4 DME. After the FAA flight checked the approach a cell tower was erected on the 065 degree radial at approximately 4.9 DME. If they had hired the best surveyors in the world; they could not have centered it on the radial any closer. I do not know the exact height of the tower; but the first time I had to shoot the approach. I broke out at 550 ft AGL and the first thing I saw was the tower as it disappeared under the nose. It scared me badly. This tower is still not depicted on the approach chart as of this date. When I went over it I would estimate my height above it to be no more than 150 ft to 200 ft. I am enclosing a chart with the location depicted.callback conversation with reporter revealed the following information: reporter stated that the tower is lighted and he estimates it to be 246 ft AGL. He assumes the ground elevation in the area is between 400 ft to 500 ft; which would put the tower at 646 ft to 746 ft and so an aircraft at the 100 ft MDA would be 250 ft to 350 ft above the tower depending on the actual ground level.
