Narrative:
Atl approach control is running triple ILS approachs to atl hartsfield airport. They are running ILS approach to runway 26R; ILS approach to runway 27R; sidestep to runway 27L; ILS to runway 28. The sidestep maneuver is being done without either aircraft having each other in sight. There have been several conflict alerts activated in the tower as well as several RA's received by TCAS. The FAA order 7110.65R ATC states in paragraph 5-9-7 subparagraph B.1 'straight-in lndgs will be made.' I feel this to be an illegal operation as well as dangerous and no FAA management has shown me any other documentation to support this operation. Runway 28 and runway 27L are not separated enough by the FAA's own standards to allow anything else than visual approachs.
Original NASA ASRS Text
Title: ATL TWR CTLR EXPRESSED CONCERN REGARDING TRIPLE ILS APCH PROCS THAT UTILIZE A SIDESTEP MANEUVER.
Narrative: ATL APCH CTL IS RUNNING TRIPLE ILS APCHS TO ATL HARTSFIELD ARPT. THEY ARE RUNNING ILS APCH TO RWY 26R; ILS APCH TO RWY 27R; SIDESTEP TO RWY 27L; ILS TO RWY 28. THE SIDESTEP MANEUVER IS BEING DONE WITHOUT EITHER ACFT HAVING EACH OTHER IN SIGHT. THERE HAVE BEEN SEVERAL CONFLICT ALERTS ACTIVATED IN THE TWR AS WELL AS SEVERAL RA'S RECEIVED BY TCAS. THE FAA ORDER 7110.65R ATC STATES IN PARAGRAPH 5-9-7 SUBPARAGRAPH B.1 'STRAIGHT-IN LNDGS WILL BE MADE.' I FEEL THIS TO BE AN ILLEGAL OP AS WELL AS DANGEROUS AND NO FAA MGMNT HAS SHOWN ME ANY OTHER DOCUMENTATION TO SUPPORT THIS OP. RWY 28 AND RWY 27L ARE NOT SEPARATED ENOUGH BY THE FAA'S OWN STANDARDS TO ALLOW ANYTHING ELSE THAN VISUAL APCHS.
