Narrative:
This morning around XX00 hours; on 07/mon/06; I had gone to practice lndgs in a C152. On the second landing there was a dead bird on the runway; probably the size of a duck. I radioed the tower to get the debris off of the runway. On my fourth downwind; I started smelling smoke but wasnT sure if it was from the aircraft or the ground. I made my call to the tower for landing; tower read back and said extend downwind; there was a truck on the runway. 10 degrees flaps were retracted to maintain altitude; the tower called back and I heard base. The radio went out; ammeter reading looked normal; I tried to read back to the tower; but to no avail. Then turned to base and declared an emergency before landing. After I landed I was informed that my attempt to declare an emergency failed and that I had deviated from the towersouth instruction given via a light gun signal to go around. I never saw the light gun because I was too focused on the truck on the runway and the smell of smoke in the cockpit.

Title: A C152 PLT DEALING WITH RADIO FAILURE AND SMOKE IN THE COCKPIT LANDED WITHOUT TWR CRLNC ON A RWY THAT HAD A SVC TRUCK OPERATING ON IT.
Narrative: THIS MORNING AROUND XX00 HRS; ON 07/MON/06; I HAD GONE TO PRACTICE LNDGS IN A C152. ON THE SECOND LNDG THERE WAS A DEAD BIRD ON THE RWY; PROBABLY THE SIZE OF A DUCK. I RADIOED THE TWR TO GET THE DEBRIS OFF OF THE RWY. ON MY FOURTH DOWNWIND; I STARTED SMELLING SMOKE BUT WASNT SURE IF IT WAS FROM THE ACFT OR THE GND. I MADE MY CALL TO THE TWR FOR LNDG; TWR READ BACK AND SAID EXTEND DOWNWIND; THERE WAS A TRUCK ON THE RWY. 10 DEGS FLAPS WERE RETRACTED TO MAINTAIN ALT; THE TWR CALLED BACK AND I HEARD BASE. THE RADIO WENT OUT; AMMETER READING LOOKED NORMAL; I TRIED TO READ BACK TO THE TWR; BUT TO NO AVAIL. THEN TURNED TO BASE AND DECLARED AN EMER BEFORE LNDG. AFTER I LANDED I WAS INFORMED THAT MY ATTEMPT TO DECLARE AN EMER FAILED AND THAT I HAD DEVIATED FROM THE TWRS INSTRUCTION GIVEN VIA A LIGHT GUN SIGNAL TO GAR. I NEVER SAW THE LIGHT GUN BECAUSE I WAS TOO FOCUSED ON THE TRUCK ON THE RWY AND THE SMELL OF SMOKE IN THE COCKPIT.
