Narrative:

Near miss on runway approach end. Aircraft a cleared for takeoff runway 19; the second aircraft B cleared for landing runway 19; and aircraft B makes a short approach. I was PIC in a C172 (aircraft a) taking off runway 19 with 3 (including pilot) on board. The second aircraft (B) was a C172 landing runway 19. I (aircraft a) was cleared by the tower to cross runway 14 and take off on runway 19. During aircraft a taxi on taxiway Y from the run-up area to runway 19; I looked out towards the approach for runway 19 to check for other aircraft (I always look). I suddenly noticed aircraft B on a 150 ft horizontal (100 ft vertical) short final for runway 19. I actually was not sure if aircraft B was landing runway 19 or runway 14. I (aircraft a) immediately stopped just short of runway 14 but in the runway active area (beyond hold bars but not on runway 14). About the time I stopped; tower said (in a hurried voice) aircraft B go around which they did immediately. Tower then said to aircraft B; '...please tell us if you intend to make a short approach...!' aircraft B acknowledged. Tower had cleared aircraft B (when mid field downwind) to land on runway 19. Tower then cleared me (aircraft a) to take off runway 19. Tower apparently believed there was enough time (and spacing) between aircraft. Ideas: tower could advise landing aircraft that there is 'one departure' prior to the aircraft landing. I often hear this at other airports. 2) departing aircraft always look toward runway approach to verify that no aircraft is landing. 3) last resort -- do not issue landing and takeoff clrncs simultaneously.

DURING ACFT A TAXI ON TXWY Y FROM THE RUN-UP AREA TO RWY 19; I LOOKED OUT TOWARDS THE APCH FOR RWY 19 TO CHK FOR OTHER ACFT (I ALWAYS LOOK). I SUDDENLY NOTICED ACFT B ON A 150 FT HORIZ (100 FT VERT) SHORT FINAL FOR RWY 19. I ACTUALLY WAS NOT SURE IF ACFT B WAS LNDG RWY 19 OR RWY 14. I (ACFT A) IMMEDIATELY STOPPED JUST SHORT OF RWY 14 BUT IN THE RWY ACTIVE AREA (BEYOND HOLD BARS BUT NOT ON RWY 14). ABOUT THE TIME I STOPPED; TWR SAID (IN A HURRIED VOICE) ACFT B GAR WHICH THEY DID IMMEDIATELY. TWR THEN SAID TO ACFT B; '...PLEASE TELL US IF YOU INTEND TO MAKE A SHORT APCH...!' ACFT B ACKNOWLEDGED. TWR HAD CLRED ACFT B (WHEN MID FIELD DOWNWIND) TO LAND ON RWY 19. TWR THEN CLRED ME (ACFT A) TO TAKE OFF RWY 19. TWR APPARENTLY BELIEVED THERE WAS ENOUGH TIME (AND SPACING) BTWN ACFT. IDEAS: TWR COULD ADVISE LNDG ACFT THAT THERE IS 'ONE DEP' PRIOR TO THE ACFT LNDG. I OFTEN HEAR THIS AT OTHER ARPTS. 2) DEPARTING ACFT ALWAYS LOOK TOWARD RWY APCH TO VERIFY THAT NO ACFT IS LNDG. 3) LAST RESORT -- DO NOT ISSUE LNDG AND TKOF CLRNCS SIMULTANEOUSLY.
