Narrative:

While working north high at phl; I instructed 2 GA aircraft to hold at mazie at 13000 ft and 12000 ft; left turns as published. I first asked them if they had the holding procedures; they both said yes. I was unaware that there was an old holding pattern at mazie that was used in previous years. It is still charted but notamed not in use. One aircraft turned into a parachute jump zone while the other turned into a separate holding pattern for lga arrs. If the charted holding pattern is not in use and has a NOTAM affiliated with it; it should be taken off the charts.

Title: PHL CTLR ISSUES PUBLISHED HOLDING INSTRUCTIONS AT MAZIE INTXN TO ACFT; EXPECTING THEY WILL USE THE HOLDING PATTERN DEPICTED ON THE JAIKE ARR. INSTEAD THEY USE THE HOLDING PATTERN DEPICTED ON THE LOW ALT CHART WHICH IS ENTIRELY DIFFERENT.

Narrative: WHILE WORKING NORTH HIGH AT PHL; I INSTRUCTED 2 GA ACFT TO HOLD AT MAZIE AT 13000 FT AND 12000 FT; L TURNS AS PUBLISHED. I FIRST ASKED THEM IF THEY HAD THE HOLDING PROCS; THEY BOTH SAID YES. I WAS UNAWARE THAT THERE WAS AN OLD HOLDING PATTERN AT MAZIE THAT WAS USED IN PREVIOUS YEARS. IT IS STILL CHARTED BUT NOTAMED NOT IN USE. ONE ACFT TURNED INTO A PARACHUTE JUMP ZONE WHILE THE OTHER TURNED INTO A SEPARATE HOLDING PATTERN FOR LGA ARRS. IF THE CHARTED HOLDING PATTERN IS NOT IN USE AND HAS A NOTAM AFFILIATED WITH IT; IT SHOULD BE TAKEN OFF THE CHARTS.
