Narrative:
Jfk (and probably other airports) regularly taxi planes on the runway 4L toward another runway 31R with a turn at the last taxiway F with landing traffic on runway 31R every night in all WX conditions. This is very dangerous because if a pilot misses the turn at taxiway F he then will collide with traffic just touching down on runway 31R. And what is to stop him from blundering out onto runway 31R? Well nothing except one little red and white runway sign 31R/13L way off to the side because there are no painted hold short lines; nor flashing yellow hold short lights like on a taxiway that crosses the runway and the little runway sign is now twice as far away as normal because the runway is 150 ft wide and the taxiway 75 ft wide so it is not where the pilot is use seeing it. Jfk also taxies aircraft southeast on runway 13R with a right turn a hundred ft before the intersection where aircraft taking off on runway 4L are doing 100 KTS plus. Someone has to do something immediately to prevent a two aircraft collision like tenerife. The FAA needs to force the port authority to put a couple hundred dollar moveable temporary barrier with lights when they are doing this and a worldwide NOTAM detailing the reasons above why the pilots have to be extra vigilant because half the aircraft are foreign. I have been writing this up for almost a year and everyone passes the buck to someone higher up the line but nothing is happening. I have talked and written to many people who then pass it on to someone else. This; I believe; is the most dangerous situation I believe I have ever witnessed in my 38 years of flying and it could be fixed for a couple of hundred dollars with the moveable barrier that is lighted. Please do something or tell me who has the power change and I will bug them.

I HAVE BEEN WRITING THIS UP FOR ALMOST A YEAR AND EVERYONE PASSES THE BUCK TO SOMEONE HIGHER UP THE LINE BUT NOTHING IS HAPPENING. I HAVE TALKED AND WRITTEN TO MANY PEOPLE WHO THEN PASS IT ON TO SOMEONE ELSE. THIS; I BELIEVE; IS THE MOST DANGEROUS SITUATION I BELIEVE I HAVE EVER WITNESSED IN MY 38 YEARS OF FLYING AND IT COULD BE FIXED FOR A COUPLE OF HUNDRED DOLLARS WITH THE MOVEABLE BARRIER THAT IS LIGHTED. PLEASE DO SOMETHING OR TELL ME WHO HAS THE POWER CHANGE AND I WILL BUG THEM.
