Narrative:

On wednesday afternoon; I was working radar position at pbi. During this time; a tropical storm was passing through south florida. On a number of occasions I had pilots on the frequency request assistance to avoid the heavier WX in the airspace. I explained that I was unable to assist them with this request. WX return portion of the ASR-11 system at pbi has been OTS since before july/xa/06. The following day; the remaining bands of the tropical storm continued to affect the south florida area. I worked the combined shift at pbi tower. We experienced heavy rains; high wind gusts; turbulence and windshear. Again; as with the day before; I was unable to assist pilots with guidance to avoid the areas of heavy precipitation.

WX RETURN PORTION OF THE ASR-11 SYS AT PBI HAS BEEN OTS SINCE BEFORE JULY/XA/06. THE FOLLOWING DAY; THE REMAINING BANDS OF THE TROPICAL STORM CONTINUED TO AFFECT THE SOUTH FLORIDA AREA. I WORKED THE COMBINED SHIFT AT PBI TWR. WE EXPERIENCED HVY RAINS; HIGH WIND GUSTS; TURB AND WINDSHEAR.
