Narrative:
I arrived at the aircraft to find PIREP 'digital flight guidance panel mach select button inoperative' entered but no balancing entry on any page. This last page had all other left and right side boxes lined out; and the copy was removed. The book had obviously been reviewed; but PIREP was left open. In addition; the yaw damper was placarded inoperative; but the yaw damper switch was in the 'off' position rather than the 'override' position dictated by the MEL. This would have allowed the yaw damper to operate when the autoplt was engaged. It took maintenance personnel 30 mins from the first call to show up at the aircraft. When I made the second call to maintenance; I was told that 'a shift change was going on' and that they'd get to us soon. I'm not at all impressed with the performance.
