Narrative:

The military is filing a flight plan from npa to the eagle a working area above pensacola TRACON airspace. This flight plan does not automate to ZJX; who owns eagle a (eag-a) area. Also; there are no written ATC procedures governing ingress or egress from this area. So; for each flight departing npa to eag-a; there are at least 2 lengthy phone calls generated between the pensacola TRACON controller and the ZJX controller to xfer radar identify of; and coordination handling of each flight. While these calls are occurring; all of the other traffic the controllers are working can be going to hell in a hand basket. This problem has been ongoing for months. I have advised pensacola TRACON management of this problem no less than 5 times. And nothing has been done.

Title: A CTLR AT P31 TRACON STATES THAT EXCESSIVE COORD FOR MIL ACFT ENTERING AND DEPARTING RESTR AIRSPACE WITH ZJX ARTCC INCREASES CTLR WORKLOAD AND RECOMMENDS THAT HDOF PROCS BE ESTABLISHED BTWN THE 2 FACILITIES.

Narrative: THE MIL IS FILING A FLT PLAN FROM NPA TO THE EAGLE A WORKING AREA ABOVE PENSACOLA TRACON AIRSPACE. THIS FLT PLAN DOES NOT AUTOMATE TO ZJX; WHO OWNS EAGLE A (EAG-A) AREA. ALSO; THERE ARE NO WRITTEN ATC PROCS GOVERNING INGRESS OR EGRESS FROM THIS AREA. SO; FOR EACH FLT DEPARTING NPA TO EAG-A; THERE ARE AT LEAST 2 LENGTHY PHONE CALLS GENERATED BTWN THE PENSACOLA TRACON CTLR AND THE ZJX CTLR TO XFER RADAR IDENT OF; AND COORD HANDLING OF EACH FLT. WHILE THESE CALLS ARE OCCURRING; ALL OF THE OTHER TFC THE CTLRS ARE WORKING CAN BE GOING TO HELL IN A HAND BASKET. THIS PROB HAS BEEN ONGOING FOR MONTHS. I HAVE ADVISED PENSACOLA TRACON MGMNT OF THIS PROB NO LESS THAN 5 TIMES. AND NOTHING HAS BEEN DONE.
