Narrative:
Consistently the asde-3/amass system is not usable during moderate or heavy precipitation. The precipitation will 'white out' the radar presentation. This leads to false alarms from the amass. During times of inclement WX; including precipitation and low visibilities; we need this equipment to work properly. In the type of scenarios mentioned above; the amass must be put in 'limited mode' and the presentation is just unusable. Not having the asde-3/amass system during inclement WX takes away a tool specifically used for the safety of the air traffic at lga.

Title: LGA CTLR EXPRESSED CONCERN REGARDING ASDE-3; AMASS EQUIP LIMITATIONS WHEN MODERATE TO HVY PRECIP IS PRESENT.
Narrative: CONSISTENTLY THE ASDE-3/AMASS SYS IS NOT USABLE DURING MODERATE OR HVY PRECIP. THE PRECIP WILL 'WHITE OUT' THE RADAR PRESENTATION. THIS LEADS TO FALSE ALARMS FROM THE AMASS. DURING TIMES OF INCLEMENT WX; INCLUDING PRECIP AND LOW VISIBILITIES; WE NEED THIS EQUIP TO WORK PROPERLY. IN THE TYPE OF SCENARIOS MENTIONED ABOVE; THE AMASS MUST BE PUT IN 'LIMITED MODE' AND THE PRESENTATION IS JUST UNUSABLE. NOT HAVING THE ASDE-3/AMASS SYS DURING INCLEMENT WX TAKES AWAY A TOOL SPECIFICALLY USED FOR THE SAFETY OF THE AIR TFC AT LGA.
