Narrative:
I was advised by lead 'C' check mechanic that an improper carryover of a 'C' check routine task card had happened on aircraft. I had approved the carryover deferral in the maintenance system. Being very new to this computer system; I did not realize the mistake I was making; because the system gave the options to complete the deferral with no problems. I believe the system should not give you the options to defer a routine task card. This is very confusing to a new user and should be fixed in the system. Since the incident I have reviewed the 'C' check carryover system. The task card will be re-issued.

Title: A B737-700 INSPECTOR APPROVED A CARRYOVER ITEM DEFERRAL DURING A HVY MAINT CHK. ALL DEFERRED ITEMS ARE TO BE CLRED DURING A HVY CHK.
Narrative: I WAS ADVISED BY LEAD 'C' CHK MECH THAT AN IMPROPER CARRYOVER OF A 'C' CHK ROUTINE TASK CARD HAD HAPPENED ON ACFT. I HAD APPROVED THE CARRYOVER DEFERRAL IN THE MAINT SYS. BEING VERY NEW TO THIS COMPUTER SYS; I DID NOT REALIZE THE MISTAKE I WAS MAKING; BECAUSE THE SYS GAVE THE OPTIONS TO COMPLETE THE DEFERRAL WITH NO PROBS. I BELIEVE THE SYS SHOULD NOT GIVE YOU THE OPTIONS TO DEFER A ROUTINE TASK CARD. THIS IS VERY CONFUSING TO A NEW USER AND SHOULD BE FIXED IN THE SYS. SINCE THE INCIDENT I HAVE REVIEWED THE 'C' CHK CARRYOVER SYS. THE TASK CARD WILL BE RE-ISSUED.
