Narrative:
I was working the handoff south position during light to moderate traffic. I observed that ground control had an aircraft (CRJ9) returning to the gate. Local south crossed several aircraft that had been holding between the runways. One of those was a regional jet that was going to be a conflict with the CRJ9 that was returning to the gate. I coordinated with the ground controller that we were crossing. Due to construction the ground controller had to use some non standard rtes. I went back to scanning strips and setting the departure sequence when I heard the ground controller yell 'aircraft Y stop!' I looked up and observed the CRJ9 in the E7 intersection pass the hold bars and almost on the runway with aircraft X 3600 ft into his takeoff roll. I yelled an expletive and pointed to the intersection and let the local controller know there was an aircraft heading onto the runway. Local south canceled aircraft X takeoff clearance and the pilot aborted the takeoff.

Title: PHX TWR HDOF CTLR DESCRIBED INCIDENT WHEN CRJ CROSSED RWY HOLD LINE REQUIRING AN ABORTED TKOF.
Narrative: I WAS WORKING THE HDOF S POS DURING LIGHT TO MODERATE TFC. I OBSERVED THAT GND CTL HAD AN ACFT (CRJ9) RETURNING TO THE GATE. LCL S CROSSED SEVERAL ACFT THAT HAD BEEN HOLDING BTWN THE RWYS. ONE OF THOSE WAS A REGIONAL JET THAT WAS GOING TO BE A CONFLICT WITH THE CRJ9 THAT WAS RETURNING TO THE GATE. I COORDINATED WITH THE GND CTLR THAT WE WERE XING. DUE TO CONSTRUCTION THE GND CTLR HAD TO USE SOME NON STANDARD RTES. I WENT BACK TO SCANNING STRIPS AND SETTING THE DEP SEQUENCE WHEN I HEARD THE GND CTLR YELL 'ACFT Y STOP!' I LOOKED UP AND OBSERVED THE CRJ9 IN THE E7 INTXN PASS THE HOLD BARS AND ALMOST ON THE RWY WITH ACFT X 3600 FT INTO HIS TKOF ROLL.
