Narrative:

I was assigned the east and north departure position combined. There was no handoff controller assigned to me; so I had to do all my own landline coords. The various type of aircraft involved were: CRJ2; E145; B757; B737; B747; DC9. ZAU flow eastbound was 2 jet flows; 7 mi in trail. ZAU center flow northbound was 1 jet flow; 10 mi in trail. Ord tower sent me 2 northbound aircraft side-by-side off different runways (runway 32L and runway 4L). I had to stop north departures in order to achieve the 10 mi spacing between each aircraft for ZAU. Ord tower sent me 4 northbound aircraft; 4 mi apart off various runways. I had to stop north departures in order to achieve the 10 mi spacing between each aircraft for ZAU. Ord tower sent me 5 eastbound aircraft; 3 mi apart off various runways. I had to stop east departures in order to achieve the 7 mi spacing between each aircraft for ZAU. This is not a unique situation to C90. This happens numerous times throughout the day on a daily basis. C90 manager told me that he spoke with ord tower about the spacing on departure. The tower's response was 'sorry.' the C90 manager thought this response was ok. The cause of the problem: ord tower; the FAA; C90 management does not care what spacing is given on departure. The only thing they care about is keeping delays down and getting the aircraft airborne. Whatever departure has to do to get required spacing is the departure controller's problem. No one but the departure controller is held accountable for spacing. This does not make a lick of sense.

Title: C90 CTLR EXPRESSED CONCERN REGARDING THE MINIMAL SPACED DEPS FROM ORD TWR.

THIS HAPPENS NUMEROUS TIMES THROUGHOUT THE DAY ON A DAILY BASIS. C90 MGR TOLD ME THAT HE SPOKE WITH ORD TWR ABOUT THE SPACING ON DEP. THE TWR'S RESPONSE WAS 'SORRY.' THE C90 MGR THOUGHT THIS RESPONSE WAS OK. THE CAUSE OF THE PROB: ORD TWR; THE FAA; C90 MGMNT DOES NOT CARE WHAT SPACING IS GIVEN ON DEP. THE ONLY THING THEY CARE ABOUT IS KEEPING DELAYS DOWN AND GETTING THE ACFT AIRBORNE. WHATEVER DEP HAS TO DO TO GET REQUIRED SPACING IS THE DEP CTLR'S PROB. NO ONE BUT THE DEP CTLR IS HELD ACCOUNTABLE FOR SPACING. THIS DOES NOT MAKE A LICK OF SENSE.
