Narrative:
On three separate occasions today aircraft asked questions about the obrln 1 amrst 1 SID. The SID tells the aircraft to level at 2800 ft and proceed direct djb VORTAC. If the aircraft do that; they will be placed directly in the face of our arrivals and a potential for a collision exists. This is an ongoing and continuous problem that no one wants to resolve. Please assist in getting the SID's rewritten.

Title: CLE CTLR EXPRESSED CONCERN REGARDING SID PROCS THAT RTE ACFT TOWARD ARR PATH.
Narrative: ON THREE SEPARATE OCCASIONS TODAY ACFT ASKED QUESTIONS ABOUT THE OBRLN 1 AMRST 1 SID. THE SID TELLS THE ACFT TO LEVEL AT 2800 FT AND PROCEED DIRECT DJB VORTAC.
