Narrative:
Load crew was loading aircraft. Found a missing container lock. We deferred lock. After aircraft blocked went to maintenance office to complete paperwork with maintenance control. Maintenance control said this was deferred before and could not be again. Aircraft had just flown in from ZZZ1-ZZZ. Why is this not a good leg? Floor lock was deferred and it went out of time 10 days later. ZZZ1 maintenance changed the lock after a B check. It came to ZZZ and the lock was not in its position. Missing lock was properly deferred and weight in position was limited for the missing lock. Maintenance control refused to give MEL on lock citing MEL overfly. So; aircraft with write-up flies on leg to ZZZ. Our company allows in cockpit deferrals on paper; then confirm on computer later. This would be caught if we were forced to contact maintenance control each MEL no matter when the plane leaves. Maintenance in ZZZ1 changed wrong lock. We did not check history to see if it was MEL'ed prior. Our company has bad procedures and won't change them.

Title: AN MD10-30 WAS FOUND TO HAVE A MISSING CARGO CONTAINER LOCK. MAINT CTLR REFUSED TO ALLOW DEFERRAL OF LOCK DUE TO BELIEVING THIS LOCK WAS DEFERRED BEFORE AND WAS OUT OF TIME. ACFT REROUTED TO MAINT STATION.
Narrative: LOAD CREW WAS LOADING ACFT. FOUND A MISSING CONTAINER LOCK. WE DEFERRED LOCK. AFTER ACFT BLOCKED WENT TO MAINT OFFICE TO COMPLETE PAPERWORK WITH MAINT CTL. MAINT CTL SAID THIS WAS DEFERRED BEFORE AND COULD NOT BE AGAIN. ACFT HAD JUST FLOWN IN FROM ZZZ1-ZZZ. WHY IS THIS NOT A GOOD LEG? FLOOR LOCK WAS DEFERRED AND IT WENT OUT OF TIME 10 DAYS LATER. ZZZ1 MAINT CHANGED THE LOCK AFTER A B CHK. IT CAME TO ZZZ AND THE LOCK WAS NOT IN ITS POS. MISSING LOCK WAS PROPERLY DEFERRED AND WT IN POS WAS LIMITED FOR THE MISSING LOCK. MAINT CTL REFUSED TO GIVE MEL ON LOCK CITING MEL OVERFLY. SO; ACFT WITH WRITE-UP FLIES ON LEG TO ZZZ. OUR COMPANY ALLOWS IN COCKPIT DEFERRALS ON PAPER; THEN CONFIRM ON COMPUTER LATER.
