Narrative:
Aircraft came out of maintenance for cylinder replacement work. Operator had dispute over bill resulting in aircraft inspector not certifying his work. Advised the pilot aircraft 'safe to fly.' after this; aircraft pilot made precautionary landing necessary after hydraulic system malfunctioned. Before the landing; this pilot exhausted repeated attempts emergency procedures in pilot handbook over a 45 min period without success. Callback conversation with reporter revealed the following information: all attempts to lower the landing gear; both normal and emergency; were unsuccessful. Postflt analysis revealed that a hydraulic fitting had been crossthreaded then reattached but not properly tightened. This resulted in a leak which rendered both the normal and emergency gear extension system inoperative.

Title: PA23 PLT MAKES GEAR UP LNDG AFTER HYD FAILURE.
Narrative: ACFT CAME OUT OF MAINT FOR CYLINDER REPLACEMENT WORK. OPERATOR HAD DISPUTE OVER BILL RESULTING IN ACFT INSPECTOR NOT CERTIFYING HIS WORK. ADVISED THE PLT ACFT 'SAFE TO FLY.' AFTER THIS; ACFT PLT MADE PRECAUTIONARY LNDG NECESSARY AFTER HYD SYS MALFUNCTIONED.
