Narrative:
While being in cruise level flying IMC; I asked center to deviate for WX buildup to the west. At that time center gave me the altimeter setting '2991.' within 5 mins I was asked to rechk my altimeter setting. I saw my altimeter 8200 ft. While watching conditions of my wings I noticed I had some control issues and noticed a right flap (only) extension of approximately 5 degrees. Told center 'I seem to have an extended flap problem and it is hard to control the aircraft. Will I be experiencing any further WX (IFR-VMC) for the rest of my flight.' center replied 'yes heavy precipitation in vicinity and there is a good chance. Are you declaring an emergency.' my response was 'no; full control with minor difficulty. I will fly the present heading and try to fix it. But not long; I want to fix it before the gulf.' center said; 'roger.' approximately 5 mins later I called back with not repairing flap issue and asked where was the 'closest airport.' after various options given accepted tnt which was 15 mi east of my position. Center said 'cleared to tnt descend to the airport.' I said 'I will turn right and descend' but actually made a left turn that progressed into a spin. After recovering from spin I continued right turning descent. Asked control for tnt frequency. Conditions and runway lengths where given. Additionally was instructed to 'stay with center until safely on the ground.' on approach to runway 9 straight in I performed 2 retractions of flaps and gear did a low approach; and on short final approach I said '...I seemed to have corrected my problem.' center replied 'state intentions.' I said 'can I assume navigation to kkeyw?' center replied 'right turn direct kkeyw climb and maintain 6000 ft.
