Narrative:

Air carrier ramp tower routinely stops ground traffic attempting to enter the portion of the ramp they control without notifying ATC. This has caused gridlock at points where aircraft are expected to exit active runways and has created gars in the past. Additionally; aircraft parking at gates along txwys X and J are frequently stopped for up to 10 mins on the txwys because ground personnel are not available to work the aircraft in. This also causes gridlock and extensive taxi rerouting for ground controllers.

Title: MEM CTLR EXPRESSED CONCERN REGARDING COMPANY RAMP CTL PROCS THAT CAUSE GND CONFLICTS.

Narrative: ACR RAMP TWR ROUTINELY STOPS GND TFC ATTEMPTING TO ENTER THE PORTION OF THE RAMP THEY CTL WITHOUT NOTIFYING ATC. THIS HAS CAUSED GRIDLOCK AT POINTS WHERE ACFT ARE EXPECTED TO EXIT ACTIVE RWYS AND HAS CREATED GARS IN THE PAST. ADDITIONALLY; ACFT PARKING AT GATES ALONG TXWYS X AND J ARE FREQUENTLY STOPPED FOR UP TO 10 MINS ON THE TXWYS BECAUSE GND PERSONNEL ARE NOT AVAILABLE TO WORK THE ACFT IN. THIS ALSO CAUSES GRIDLOCK AND EXTENSIVE TAXI REROUTING FOR GND CTLRS.
