Narrative:
Local control cleared aircraft X to land runway 28R with 'caution wake turbulence.' no specific aircraft type; but I do remember it was heavy.' a min or so later; aircraft X reported severe wake turbulence encounter and stated a 90 degree roll occurred and it was the 'real deal.' I believe the expectation could have been further predicted by the local controller advising the aircraft of the type following.

Title: SFO CTLR DESCRIBED WAKE TURB INCIDENT AT 1800 FT AS C560 WAS FOLLOWING HVY JET ON FINAL.
Narrative: LCL CTL CLRED ACFT X TO LAND RWY 28R WITH 'CAUTION WAKE TURB.' NO SPECIFIC ACFT TYPE; BUT I DO REMEMBER IT WAS HVY.' A MIN OR SO LATER; ACFT X RPTED SEVERE WAKE TURB ENCOUNTER AND STATED A 90 DEG ROLL OCCURRED AND IT WAS THE 'REAL DEAL.' I BELIEVE THE EXPECTATION COULD HAVE BEEN FURTHER PREDICTED BY THE LCL CTLR ADVISING THE ACFT OF THE TYPE FOLLOWING.
