Narrative:
Over the past year; fai has experienced numerous runway incursions at the intersection of taxiway B; runway 1L. This began to occur after construction on the west ramp last summer. Air traffic management and or airport management had made the taxiway a portion in front of the terminal a non-movement area. After research and review this was determined a poor set-up. To resolve this issue air traffic management and or airport management set up taxiway a lights from taxiway B intersection; north to almost taxiway north lights to remain on at all times. Because of construction (redoing taxiway a) was set to show this as a non-movement area; taxiway lights; signs; markings were not adequately marked to show the turn north/south on taxiway a. Taxiway a was then changed back to status full-length as a controled movement area. Over the past year; numerous runway incursions on runway 1L at the intersection of taxiway B have continued. Some saved by pilots; some saved by controllers; some not saved -- but luckily no accidents have occurred. Within the past couple of weeks 2 air carrier jets have had runway incursions at this intersection. Air traffic management and airport management are still trying to come up with a viable solution. Taxiway light controls have been altered. Now the 2 pilots tonight are saying the taxiway centerline lights are too bright; even requesting to have these centerline lights turned off; however; the tower has no control. After discussion with airport vehicle operation on duty for tonight; it is determined that the centerline lights are on constantly from taxiway B north to taxiway M on taxiway a to try and prevent runway incursions. The tower needs to have control of these lights to turn on/of when needed/requested. Air traffic management and airport management needs to be continuing to look at a more effective means to prevent runway incursions on runway 1L at taxiway B.

AIR TFC MGMNT AND ARPT MGMNT ARE STILL TRYING TO COME UP WITH A VIABLE SOLUTION. TXWY LIGHT CTLS HAVE BEEN ALTERED. NOW THE 2 PLTS TONIGHT ARE SAYING THE TXWY CTRLINE LIGHTS ARE TOO BRIGHT; EVEN REQUESTING TO HAVE THESE CTRLINE LIGHTS TURNED OFF; HOWEVER; THE TWR HAS NO CTL. THE TWR NEEDS TO HAVE CTL OF THESE LIGHTS TO TURN ON/OF WHEN NEEDED/REQUESTED. AIR TFC MGMNT AND ARPT MGMNT NEEDS TO BE CONTINUING TO LOOK AT A MORE EFFECTIVE MEANS TO PREVENT RWY INCURSIONS ON RWY 1L AT TXWY B.
