Narrative:
Taxiing at fsd there was a semi-trailer parked on the ramp in the object free area for the apron taxi lane. Additionally; there were three carts parked immediately adjacent to the taxi lane in front of the ground vehicle facility. These carts were unattended and parked inside the painted object free area line. This problem has been ongoing all year. The airport manager; board and FAA airport district office have been contacted with no results. The existing object free area lines are either not painted or painted far short of FAA required distances. The cargo ground equipment is placed without regard to lines or taxi lanes. This is a safety hazard for taxiing aircraft as ground personnel do not give way to aircraft and at times 'race' to get ahead of the aircraft. In this specific instance; as well as most others; I had to taxi to the very edge of the paved taxi lane to avoid hitting objects.

Title: A PA24-260 TAXIING ON RAMP AT FSD NOTED A NUMBER OF VEHICLES AND EQUIP PARKED IN THE OBJECT FREE TAXI ZONES. HE ALSO NOTED THE OBJECT FREE AREA LINES ARE NOT PAINTED IN ACCORDANCE WITH FARS.
Narrative: TAXIING AT FSD THERE WAS A SEMI-TRAILER PARKED ON THE RAMP IN THE OBJECT FREE AREA FOR THE APRON TAXI LANE. ADDITIONALLY; THERE WERE THREE CARTS PARKED IMMEDIATELY ADJACENT TO THE TAXI LANE IN FRONT OF THE GND VEHICLE FACILITY. THESE CARTS WERE UNATTENDED AND PARKED INSIDE THE PAINTED OBJECT FREE AREA LINE. THIS PROB HAS BEEN ONGOING ALL YEAR. THE ARPT MANAGER; BOARD AND FAA ARPT DISTRICT OFFICE HAVE BEEN CONTACTED WITH NO RESULTS. THE EXISTING OBJECT FREE AREA LINES ARE EITHER NOT PAINTED OR PAINTED FAR SHORT OF FAA REQUIRED DISTANCES. THE CARGO GND EQUIP IS PLACED WITHOUT REGARD TO LINES OR TAXI LANES. THIS IS A SAFETY HAZARD FOR TAXIING ACFT AS GND PERSONNEL DO NOT GIVE WAY TO ACFT AND AT TIMES 'RACE' TO GET AHEAD OF THE ACFT. IN THIS SPECIFIC INSTANCE; AS WELL AS MOST OTHERS; I HAD TO TAXI TO THE VERY EDGE OF THE PAVED TAXI LANE TO AVOID HITTING OBJECTS.
