Narrative:
We were descending to reach cedes intersection at 11000 ft and 250 KTS. I was distraction making a PA for landing when the first officer gave me a #1 finger sign in which I thought he meant flaps 1; not 'one to go.' I didn't realize we were over our flaps 1 degree speed when I brought the flap handle out of the up detent; but brought back to up when I immediately recognized the speed. The handle never reached the flap 1 degree position and we both did not see any flap needle movement or any red overspd warning on the ADI. As a precaution the first officer disconnected the autoplt when he saw me raising the flap handle. We both felt there was no need for a log entry since we believe there was no stress on the aircraft and the flaps did not deploy. I am submitting this report to share with others that proper communications as well as both pilots constantly being 'in the loop' even with distrs is paramount.

Title: A B757 CAPT MAKING A PA ANNOUNCEMENT MISINTERPS A HAND SIGNAL FROM HIS FO AND BEGINS TO EXTEND FLAPS ABOVE THE LIMIT SPD.
Narrative: WE WERE DSNDING TO REACH CEDES INTXN AT 11000 FT AND 250 KTS. I WAS DISTR MAKING A PA FOR LNDG WHEN THE FO GAVE ME A #1 FINGER SIGN IN WHICH I THOUGHT HE MEANT FLAPS 1; NOT 'ONE TO GO.' I DIDN'T REALIZE WE WERE OVER OUR FLAPS 1 DEG SPD WHEN I BROUGHT THE FLAP HANDLE OUT OF THE UP DETENT; BUT BROUGHT BACK TO UP WHEN I IMMEDIATELY RECOGNIZED THE SPD. THE HANDLE NEVER REACHED THE FLAP 1 DEG POS AND WE BOTH DID NOT SEE ANY FLAP NEEDLE MOVEMENT OR ANY RED OVERSPD WARNING ON THE ADI. AS A PRECAUTION THE FO DISCONNECTED THE AUTOPLT WHEN HE SAW ME RAISING THE FLAP HANDLE. WE BOTH FELT THERE WAS NO NEED FOR A LOG ENTRY SINCE WE BELIEVE THERE WAS NO STRESS ON THE ACFT AND THE FLAPS DID NOT DEPLOY. I AM SUBMITTING THIS RPT TO SHARE WITH OTHERS THAT PROPER COMS AS WELL AS BOTH PLTS CONSTANTLY BEING 'IN THE LOOP' EVEN WITH DISTRS IS PARAMOUNT.
