Narrative:
I called flight service to check if there were any NOTAMS in effect for mifflintown airport (P34). None were reported. I have a letter from flight service to prove this. I did about 5 touch and goes; one GPS approach then went missed and then one more touch and go and then a landing to a full stop. I pushed my piper PA28 back into the hangar and the state police showed up. They said I was under arrest for disorderly conduct. There was a cell tower being constructed and the workers said I came too close to the tower. This tower is located on the top of a ridge that is on the downwind leg of the pattern where I am already losing altitude. (See map with this report.) I was flying a standard l-hand pattern that I have been teaching my student for years and what is published. The cell company building this tower turns out that they did not have a building permit from the township and did not have any NOTAMS called into flight service. I have checked the far/aim book for 2007 and to the best of my ability; I have not found any regulations that have been broken on my part; but the cell company has many including in part 77.

Title: PA28 PLT DURING PRACTICE TOUCH AND GO LNDGS FLIES CLOSE TO TWR AND THIS IS RPTED TO THE CTLING AUTH.
Narrative: I CALLED FLT SVC TO CHK IF THERE WERE ANY NOTAMS IN EFFECT FOR MIFFLINTOWN ARPT (P34). NONE WERE RPTED. I HAVE A LETTER FROM FLT SVC TO PROVE THIS. I DID ABOUT 5 TOUCH AND GOES; ONE GPS APCH THEN WENT MISSED AND THEN ONE MORE TOUCH AND GO AND THEN A LNDG TO A FULL STOP. I PUSHED MY PIPER PA28 BACK INTO THE HANGAR AND THE STATE POLICE SHOWED UP.
