Narrative:

Instructing d-side on sea-I. Captain activated on a northbound 1200 code at 6500 ft with C650 wbound down from 90 for 40. R-side was busy handling overtake situation. I advise r-side he should stop the C650 above traffic and issue traffic. He started to quote traffic when approach called us on d-side. Approach advised if we had traffic; we said yes. After coming off the line I asked r-side does the C650 have the traffic. R-side says 'no.' I ask have you issued a traffic alert. He says 'no.' then he quotes traffic again with a traffic alert. The C650 advises he is climbing back up to 70. The C650 was never stopped or advised of altitude instruction.

Narrative: INSTRUCTING D-SIDE ON SEA-I. CAPT ACTIVATED ON A NBOUND 1200 CODE AT 6500 FT WITH C650 WBOUND DOWN FROM 90 FOR 40. R-SIDE WAS BUSY HANDLING OVERTAKE SITUATION. I ADVISE R-SIDE HE SHOULD STOP THE C650 ABOVE TFC AND ISSUE TFC. HE STARTED TO QUOTE TFC WHEN APCH CALLED US ON D-SIDE. APCH ADVISED IF WE HAD TFC; WE SAID YES. AFTER COMING OFF THE LINE I ASKED R-SIDE DOES THE C650 HAVE THE TFC. R-SIDE SAYS 'NO.' I ASK HAVE YOU ISSUED A TFC ALERT. HE SAYS 'NO.' THEN HE QUOTES TFC AGAIN WITH A TFC ALERT. THE C650 ADVISES HE IS CLBING BACK UP TO 70. THE C650 WAS NEVER STOPPED OR ADVISED OF ALT INSTRUCTION.
