Narrative:
Numerous airline carriers file flight plans and try to fly through FAA authority/authorized active military airspace; MOA's/atca's; and no one in the FAA is addressing this serious safety issue with all the airlines to avoid a potential catastrophe. In the north area of ZAU ARTCC; this happens on almost a daily basis in the 'vok' MOA's/atca's. The 'voke' MOA/atca is active from 080b280 and air carrier is always filed to fly through it. The routing to avoid the active military airspace is mke osh V191 bipid ste cwa. A quick phone call from our first level supervisor to air carrier operations revealed an admission from air carrier that they do not receive the NOTAMS about scheduled active military airspace! How is this possible? Where is the safety factor? Who is at error; air carrier; the FAA; the FSS contractor? Who is responsible for disseminating the NOTAM to the airline carriers? Why is not the FAA getting these airline carriers to file routings around; over or below these active military airspace MOA's/atca's?
