Narrative:
On final to runway 34; fuel #1 was amber. At approximately 600 ft AGL we received a windshear. We went around and were vectored back around to runway 34. On the downwind both fuel quantities were amber. I mentioned to the captain that I felt we were in a fuel critical situation and that we needed to land the next attempt with or without windshear. It was an interesting situation as the captain said we're going around again if we get windshear and we'll just continue to swf and land there. We really didn't have time at that point to check WX conditions at swf but I imagine they were similar. We were able to land the second time around and landed with 1200 pounds of fuel. As we cleared the runway we received 'fuel #1 low level.' reviewing the flight plan after the fact I noticed we were planned to begin our descent 20 mi east of dny. The STAR says to expect dny at FL180. We were cleared to cross dny at FL190 so there seems to be a problem with the flight planning.

Title: AN EMB140 WITH MINIMUM FUEL MAKES A GAR AT HPN BECAUSE OF WINDSHEAR. CAPT AND FO DISAGREE ON BEST COURSE OF ACTION IF NEXT APCH IS UNSUCCESSFUL.

WE WERE CLRED TO CROSS DNY AT FL190 SO THERE SEEMS TO BE A PROB WITH THE FLT PLANNING.
