Narrative:
Maintenance advised me they were adding the MEL. I looked over some 4 pages pertaining to the MEL and didn't see the fuel decrement of 1.3% on the last page; last line. In fact; I remember looking at that section and thought that section was for MEL 30-3D only. One way to stop this from happening again is to have all penalties on the first page under remarks and exceptions.

Title: DISPATCHER DOES NOT NOTICE THE FUEL DECREMENT IN THE MEL BOOK PERTAINING TO HIS FLT.
Narrative: MAINT ADVISED ME THEY WERE ADDING THE MEL. I LOOKED OVER SOME 4 PAGES PERTAINING TO THE MEL AND DIDN'T SEE THE FUEL DECREMENT OF 1.3% ON THE LAST PAGE; LAST LINE. IN FACT; I REMEMBER LOOKING AT THAT SECTION AND THOUGHT THAT SECTION WAS FOR MEL 30-3D ONLY. ONE WAY TO STOP THIS FROM HAPPENING AGAIN IS TO HAVE ALL PENALTIES ON THE FIRST PAGE UNDER REMARKS AND EXCEPTIONS.
