Narrative:
This is the event to the best of my memory. On takeoff; we noticed an electrical burning smell in cockpit. We elected to return to ZZZ. We completed all the required emergency checklists and normal checklists and advised the flight attendant to prepare cabin for a return to ZZZ. After completing the epc items; the burning smell ceased but we still elected to continue the precautionary landing. While preparing for the return we realized that we would be landing overweight; we declared the emergency and completed the overweight landing procedures. Upon landing; descent rate was 300 FPM and touchdown was smooth. We taxied back to gate and parked with crash fire rescue equipment in pursuit. They examined cockpit and found no fumes. No further abnormalities were noted and situation ended with no injuries. It was determined the recirculation fan was failing.
