Narrative:
While observing the actions of a fellow controller this week; it was obvious that basic scanning is not being followed. Mind you; this controller is very competent and skillful. He was making the assumption that no aircraft or vehicle had accidentally strayed onto the portion of the runway that was blocked from his view. From the local control position; approximately 1/3 of both of our parallel runways are blocked from view. The amount blocked is dependent upon how tall the controller is; and whether the controller is standing or seated. Consider that nearly a yr ago there was an effort to provide justification to obtain funds to raise the floor so all of us could be situated high enough to see properly. We need an unobstructed view of our entire movement areas from our designated local control and ground control operating position. We don't have that.

Title: CMH CTLR EXPRESSED CONCERN REGARDING THE LIMITED ARPT MOVEMENT VISIBILITY FROM THE TWR CAB DUE TO STRUCTURE DESIGN.
Narrative: WHILE OBSERVING THE ACTIONS OF A FELLOW CTLR THIS WK; IT WAS OBVIOUS THAT BASIC SCANNING IS NOT BEING FOLLOWED. MIND YOU; THIS CTLR IS VERY COMPETENT AND SKILLFUL. HE WAS MAKING THE ASSUMPTION THAT NO ACFT OR VEHICLE HAD ACCIDENTALLY STRAYED ONTO THE PORTION OF THE RWY THAT WAS BLOCKED FROM HIS VIEW. FROM THE LCL CTL POS; APPROX 1/3 OF BOTH OF OUR PARALLEL RWYS ARE BLOCKED FROM VIEW. THE AMOUNT BLOCKED IS DEPENDENT UPON HOW TALL THE CTLR IS; AND WHETHER THE CTLR IS STANDING OR SEATED. CONSIDER THAT NEARLY A YR AGO THERE WAS AN EFFORT TO PROVIDE JUSTIFICATION TO OBTAIN FUNDS TO RAISE THE FLOOR SO ALL OF US COULD BE SITUATED HIGH ENOUGH TO SEE PROPERLY. WE NEED AN UNOBSTRUCTED VIEW OF OUR ENTIRE MOVEMENT AREAS FROM OUR DESIGNATED LCL CTL AND GND CTL OPERATING POS. WE DON'T HAVE THAT.
