Narrative:
Several years ago; ZZZ created sector 92; realigned several j-rtes; and moved the center boundary between ZZZ-ZME and ZZZ-ZHU. This was done only FL240-up (except j-rtes which at FL180-up). This created 2 different center boundary lines: one set for 240-up and another set for 230-lower. Since then; we have tolerated ongoing problems with handoffs between facilities; especially when climbing and descending between these zones. There is no reason for this to still be a problem. The low sector boundaries should match the high boundaries. I submitted a proposal which would have corrected this and some other problems; but the ZZZ airspace office has opted to take no action. Now; there is a plan to create a ZZZ sector which goes further into ZHU airspace; but only at 240-up. Once again; another automation nightmare in the making.

Title: ZFW CTLR EXPRESSED CONCERN REGARDING SHELF AIRSPACE BOUNDARIES AND ASSOCIATED AUTOMATED HDOF PROBS.
Narrative: SEVERAL YEARS AGO; ZZZ CREATED SECTOR 92; REALIGNED SEVERAL J-RTES; AND MOVED THE CTR BOUNDARY BTWN ZZZ-ZME AND ZZZ-ZHU. THIS WAS DONE ONLY FL240-UP (EXCEPT J-RTES WHICH AT FL180-UP). THIS CREATED 2 DIFFERENT CTR BOUNDARY LINES: ONE SET FOR 240-UP AND ANOTHER SET FOR 230-LOWER. SINCE THEN; WE HAVE TOLERATED ONGOING PROBS WITH HDOFS BTWN FACILITIES; ESPECIALLY WHEN CLBING AND DSNDING BTWN THESE ZONES. THERE IS NO REASON FOR THIS TO STILL BE A PROB. THE LOW SECTOR BOUNDARIES SHOULD MATCH THE HIGH BOUNDARIES. I SUBMITTED A PROPOSAL WHICH WOULD HAVE CORRECTED THIS AND SOME OTHER PROBS; BUT THE ZZZ AIRSPACE OFFICE HAS OPTED TO TAKE NO ACTION. NOW; THERE IS A PLAN TO CREATE A ZZZ SECTOR WHICH GOES FURTHER INTO ZHU AIRSPACE; BUT ONLY AT 240-UP. ONCE AGAIN; ANOTHER AUTOMATION NIGHTMARE IN THE MAKING.
