On final approach at the marker; fuel on board was 5800 pounds. Heavy in front of us went around. Winds were 200 degrees at 21 KTS gusting to 37 KTS; tower sent us around. Declared fuel emergency and landed on runway 22R shortly thereafter. Fuel on landing was 4200 pounds. Fuel at the gate was 4000 pounds.
