Narrative:

Upon arrival at the gate in ith it was discovered by the ramp agent that the carry-on cart from the jetbridge in ZZZ was never loaded onto the aircraft. Even though this was troublesome the big issue about this event is that the ramp agents that handled the flight in ZZZ never secured the cargo netting that separates C1 from C2. The agent in ith advised us that the netting was never secured in place and that cargo had shifted around in-flight between the 2 zones.
