Narrative:
Cleared for takeoff runway 16L; normal rotation; climb to 150 ft. Put gear up; retract 10 degree flaps and then experienced power loss. Advised tower of 'sidestep' landing on runway 16R. After switching fuel tank; noticed runway 16R visual clearance. Continued slow down to landing; automatic gear extension deployed mains and did not lock down nose. Nose gear collapse on rollout. Rolled to end of runway 16R. Secured aircraft and exited aircraft. Interviewed by vny 'operations' and vny airport police. Phone interview with NTSB.

Narrative: CLRED FOR TKOF RWY 16L; NORMAL ROTATION; CLB TO 150 FT. PUT GEAR UP; RETRACT 10 DEG FLAPS AND THEN EXPERIENCED PWR LOSS. ADVISED TWR OF 'SIDESTEP' LNDG ON RWY 16R.
