Narrative:
While departing apc in a helicopter; I was given a clearance to depart as requested with no TA's. The clearance was to depart off taxiway a; with an eastbound turnout. While flying over the runway numbers of runway 24; I noticed a small cessna touching down directly below me. I was not told about the traffic before that point. Callback conversation with reporter revealed the following information: the bell pilot believes that he adhered to his clearance. No TA's were given and no instructions to avoid overflying runway 24. The controller became verbally abusive and a shouting match ensued; which didn't answer any questions about why this incident occurred.

Title: BELL DEPARTING APC HAS MISCOM WITH TWR CTLR; AND OVERFLIES LNDG ACFT.
Narrative: WHILE DEPARTING APC IN A HELI; I WAS GIVEN A CLRNC TO DEPART AS REQUESTED WITH NO TA'S. THE CLRNC WAS TO DEPART OFF TXWY A; WITH AN EBOUND TURNOUT. WHILE FLYING OVER THE RWY NUMBERS OF RWY 24; I NOTICED A SMALL CESSNA TOUCHING DOWN DIRECTLY BELOW ME. I WAS NOT TOLD ABOUT THE TFC BEFORE THAT POINT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE BELL PLT BELIEVES THAT HE ADHERED TO HIS CLRNC. NO TA'S WERE GIVEN AND NO INSTRUCTIONS TO AVOID OVERFLYING RWY 24. THE CTLR BECAME VERBALLY ABUSIVE AND A SHOUTING MATCH ENSUED; WHICH DIDN'T ANSWER ANY QUESTIONS ABOUT WHY THIS INCIDENT OCCURRED.
