Narrative:
En route to dca we were out of 10000 ft within 40 mi of dca on filed routing to bilit intersection then direct to dca. Our flight was handed off to potomac approach and given descent to 8000 ft. Approach then instructed our flight to proceed to a fix that was on the bilit 1 arrival. We informed ATC that it was not filed for this arrival into dca. We were assigned an aircraft that was /K and had no GPS capability. The bilit 1 is an RNAV arrival (a 'B' arrival) which requires GPS. We were given clearance on to bilit intersection then handed off to final approach control. Filed routing had us go to bilit then direct to dca. After passing bilit and en route to dca; the crew queried ATC for a heading prior to entering P-56 airspace. Final approach thought that we were supposed to be on the bilit 1 arrival. They were informed that our flight was not filed for that. We were given a vector to avoid P-56 and later on visual to runway 19. It was not known why approach thought that we were on the bilit 1 but this assumption could have led to a violation of P-56.

Title: A CRJ200 FLT WAS CLRED ON DCA BILIT 1 RNAV ARR IN A NON-GPS ACFT. THE CREW WAS CONCERNED ABOUT A P-56 VIOLATION LACKING ATC TRACK GUIDANCE.
Narrative: ENRTE TO DCA WE WERE OUT OF 10000 FT WITHIN 40 MI OF DCA ON FILED ROUTING TO BILIT INTXN THEN DIRECT TO DCA. OUR FLT WAS HANDED OFF TO POTOMAC APCH AND GIVEN DSCNT TO 8000 FT. APCH THEN INSTRUCTED OUR FLT TO PROCEED TO A FIX THAT WAS ON THE BILIT 1 ARR. WE INFORMED ATC THAT IT WAS NOT FILED FOR THIS ARR INTO DCA.
