Narrative:
Air carrier Y an air charter; called for clearance. I gave him a depart runway 8; heading 080 degrees; climb to 4000 ft; and hold for release. I told him there was an air carrier X on the ILS runway 8. I had lost radar on the air carrier X so I don't now how far out he was; probably around 5 mi. The air carrier Y said he was talking to air carrier X and he was already on the runway -- holding and ready to go. (Cwa tower was closed.) I tried to raise air carrier X -- no luck. I hurriedly had the air carrier Y go to advisory and see how far out the air carrier X was. I tried to call both aircraft for about 90 seconds with no response. To my relief; air carrier Y called back. He was clear of the runway and had hurried to the nearest taxiway and exited. About 30 seconds later; air carrier X landed. I do not believe the air carrier Y should have taxied onto the runway before calling for clearance; especially at night; during IMC; at a relatively busy airport!

Title: ZMP CTLR DESCRIBED NEAR INCIDENT WHEN ACFT; ISSUED CLRNC FROM NON TWRED ARPT; ELECTED TO TAXI ONTO RWY WITH TFC ON ILS FOR SAME RWY.
Narrative: ACR Y AN AIR CHARTER; CALLED FOR CLRNC. I GAVE HIM A DEPART RWY 8; HDG 080 DEGS; CLB TO 4000 FT; AND HOLD FOR RELEASE. I TOLD HIM THERE WAS AN ACR X ON THE ILS RWY 8. I HAD LOST RADAR ON THE ACR X SO I DON'T NOW HOW FAR OUT HE WAS; PROBABLY AROUND 5 MI. THE ACR Y SAID HE WAS TALKING TO ACR X AND HE WAS ALREADY ON THE RWY -- HOLDING AND READY TO GO.
