Narrative:
A member of the training department came upstairs into the tower cabin attendant carrying a sheet of paper showing the re-naming of several txwys. I had heard that txwys were going to be re-named; but I had not been briefed on which txwys; or what the names would be. When the training person showed up in the afternoon with the new chart; I asked when these new changes take effect. He responded that these changes were effective today. It was in the afternoon; the training department is just getting this information to the work force; and I had never been briefed. The training department person said that it had been in the team briefing binder for a month; however; team briefings get canceled all the time and it has been over a month since I briefed. This information was never put in the required reading binder. If this were an isolated event; I would never bother to take time out of my day to fill out a form; but this happens at mem all the time. New procedures are put into effect all the time without briefing; sometimes without the procedure even being put into writing and these procedures are often implemented differently by different supervisors while some supervisors just ignore new procedures entirely if they are not put into writing.

Title: MEM CTLR EXPRESSED CONCERN REGARDING THE TIMING OF MGMNT'S BRIEFING ON NEW TXWY IDENTS.
Narrative: A MEMBER OF THE TRAINING DEPT CAME UPSTAIRS INTO THE TWR CAB CARRYING A SHEET OF PAPER SHOWING THE RE-NAMING OF SEVERAL TXWYS. I HAD HEARD THAT TXWYS WERE GOING TO BE RE-NAMED; BUT I HAD NOT BEEN BRIEFED ON WHICH TXWYS; OR WHAT THE NAMES WOULD BE. WHEN THE TRAINING PERSON SHOWED UP IN THE AFTERNOON WITH THE NEW CHART; I ASKED WHEN THESE NEW CHANGES TAKE EFFECT. HE RESPONDED THAT THESE CHANGES WERE EFFECTIVE TODAY. IT WAS IN THE AFTERNOON; THE TRAINING DEPT IS JUST GETTING THIS INFO TO THE WORK FORCE; AND I HAD NEVER BEEN BRIEFED. THE TRAINING DEPT PERSON SAID THAT IT HAD BEEN IN THE TEAM BRIEFING BINDER FOR A MONTH; HOWEVER; TEAM BRIEFINGS GET CANCELED ALL THE TIME AND IT HAS BEEN OVER A MONTH SINCE I BRIEFED. THIS INFO WAS NEVER PUT IN THE REQUIRED READING BINDER. IF THIS WERE AN ISOLATED EVENT; I WOULD NEVER BOTHER TO TAKE TIME OUT OF MY DAY TO FILL OUT A FORM; BUT THIS HAPPENS AT MEM ALL THE TIME. NEW PROCS ARE PUT INTO EFFECT ALL THE TIME WITHOUT BRIEFING; SOMETIMES WITHOUT THE PROC EVEN BEING PUT INTO WRITING AND THESE PROCS ARE OFTEN IMPLEMENTED DIFFERENTLY BY DIFFERENT SUPVRS WHILE SOME SUPVRS JUST IGNORE NEW PROCS ENTIRELY IF THEY ARE NOT PUT INTO WRITING.
