Narrative:

While en route from lga to cvg as a ferry flight; we were asked by dispatch to return to lga due to the fact that an aircraft had a mechanical. This call came 55 mins into the flight with approximately 4500 pounds of fuel remaining. At the time of dispatch's call; they had not worked any fuel numbers; nor did they seem to have much planned for how we would return. The WX at lga during our departure was: 030 degrees at 12 KTS gusting to 19 KTS 3 SM RA br FEW008 broken 010; overcast 014; 6/4 with a forecast of: 030 degrees at 18 KTS gusting to 28 KTS; 6 SM -RA br overcast 015; 3 SM RA br. We requested an alternate based on this WX; but were told we did not have enough fuel for an alternate and none was required because our flight would be a diversion and an alternate is for flight planning purposes only. This may be true; however; in the interest of safety we determined we would not proceed to lga without an alternate. Dispatch authority/authorized us to land in cho to take on more fuel and then proceed to lga.

Title: CRJ-200 FLT CREW IS REDISPATCHED WITH MINIMUM FUEL ON BOARD.

Narrative: WHILE ENRTE FROM LGA TO CVG AS A FERRY FLT; WE WERE ASKED BY DISPATCH TO RETURN TO LGA DUE TO THE FACT THAT AN ACFT HAD A MECHANICAL. THIS CALL CAME 55 MINS INTO THE FLT WITH APPROX 4500 LBS OF FUEL REMAINING. AT THE TIME OF DISPATCH'S CALL; THEY HAD NOT WORKED ANY FUEL NUMBERS; NOR DID THEY SEEM TO HAVE MUCH PLANNED FOR HOW WE WOULD RETURN. THE WX AT LGA DURING OUR DEP WAS: 030 DEGS AT 12 KTS GUSTING TO 19 KTS 3 SM RA BR FEW008 BROKEN 010; OVCST 014; 6/4 WITH A FORECAST OF: 030 DEGS AT 18 KTS GUSTING TO 28 KTS; 6 SM -RA BR OVCST 015; 3 SM RA BR. WE REQUESTED AN ALTERNATE BASED ON THIS WX; BUT WERE TOLD WE DID NOT HAVE ENOUGH FUEL FOR AN ALTERNATE AND NONE WAS REQUIRED BECAUSE OUR FLT WOULD BE A DIVERSION AND AN ALTERNATE IS FOR FLT PLANNING PURPOSES ONLY. THIS MAY BE TRUE; HOWEVER; IN THE INTEREST OF SAFETY WE DETERMINED WE WOULD NOT PROCEED TO LGA WITHOUT AN ALTERNATE. DISPATCH AUTH US TO LAND IN CHO TO TAKE ON MORE FUEL AND THEN PROCEED TO LGA.
