Narrative:
Departed teb runway 24 on teb 5 departure. Climbed on runway heading to 1500 ft turned to 280 degrees and continued climb to 2000 ft. Departure controller said I busted the SID. However; commercial chart teb/teb 5 departure states in 'altitude' box: 'maintain 1500 ft until passing 4.5 DME teb then climb and maintain 2000 ft.' after landing I called the operations manager at ny TRACON who stated I should have stopped at 1500 ft. He requested pilot information and stated that he was turning it over to ny FSDO. I believe I was at 4.5 DME when I climbed to 2000 ft; but the issue seems to be whether I was authorized to go to 2000 ft in the first place. I am a commercial pilot; type rated in the RA 390 with over 3000 hours; including 850 hours in type. I believe the SID should be modified to hold level at 1500 ft since the operations manager indicated that this is a frequent problem.
Original NASA ASRS Text
Title: A PREMIER 1 PLT DEPARTING ON THE TEB 5 CLBED TO 2000 FT PRIOR TO 4.5 DME.
Narrative: DEPARTED TEB RWY 24 ON TEB 5 DEP. CLBED ON RWY HEADING TO 1500 FT TURNED TO 280 DEGS AND CONTINUED CLB TO 2000 FT. DEP CTLR SAID I BUSTED THE SID. HOWEVER; COMMERCIAL CHART TEB/TEB 5 DEP STATES IN 'ALT' BOX: 'MAINTAIN 1500 FT UNTIL PASSING 4.5 DME TEB THEN CLB AND MAINTAIN 2000 FT.' AFTER LNDG I CALLED THE OPS MGR AT NY TRACON WHO STATED I SHOULD HAVE STOPPED AT 1500 FT. HE REQUESTED PLT INFO AND STATED THAT HE WAS TURNING IT OVER TO NY FSDO. I BELIEVE I WAS AT 4.5 DME WHEN I CLBED TO 2000 FT; BUT THE ISSUE SEEMS TO BE WHETHER I WAS AUTHORIZED TO GO TO 2000 FT IN THE FIRST PLACE. I AM A COMMERCIAL PLT; TYPE RATED IN THE RA 390 WITH OVER 3000 HRS; INCLUDING 850 HRS IN TYPE. I BELIEVE THE SID SHOULD BE MODIFIED TO HOLD LEVEL AT 1500 FT SINCE THE OPS MGR INDICATED THAT THIS IS A FREQUENT PROB.
