Narrative:
We called for push from gate xx in ZZZ. After; starting the #2 engine and executing the applicable checklists; we called for taxi from the controller. Soon after approaching spot xx; we were waiting for a break in radio communications to call FAA ground control for taxi clearance to runway 9L where we had a right pack hi temperature master caution. Before we could run the checklist for this master caution we had a master warning for a fwd lav smoke annunciation. We heard the smoke alarm from the fwd lavatory and called on the inter-phone to confirm the smoke with the flight attendant. She agreed that there was smoke in the cabin. The captain gave the order/command to evacuate the aircraft. Passenger were evacuated through the main cabin door only due to the smoke subsiding when the associated electrical components were shut off. We told the ramp tower that we were evacuating on the ramp and she told us to; 'make a 180 degree turn and taxi back to the ramp.' we stated again two more times what our intentions were going to be. On the third time she said 'okay' and the entire airplane was powered down and the crew evacuated. Arff crews thoroughly checked out the aircraft for the smoke.callback conversation with reporter revealed the following information: the reporter stated that the next day his crew flew that same aircraft with a MEL'd pack on a revenue flight to the home base after further maintenance. It was determined that the pack itself had failed and in the overheated condition; filled the cabin with smoke.

Title: CL600 FLT CREW HAS ACFT SMOKE FROM A FAILED PACK IN CABIN AND EVACUATES.
Narrative: WE CALLED FOR PUSH FROM GATE XX IN ZZZ. AFTER; STARTING THE #2 ENG AND EXECUTING THE APPLICABLE CHKLISTS; WE CALLED FOR TAXI FROM THE CTLR. SOON AFTER APPROACHING SPOT XX; WE WERE WAITING FOR A BREAK IN RADIO COMMUNICATIONS TO CALL FAA GND CTL FOR TAXI CLRNC TO RWY 9L WHERE WE HAD A R PACK HI TEMP MASTER CAUTION. BEFORE WE COULD RUN THE CHKLIST FOR THIS MASTER CAUTION WE HAD A MASTER WARNING FOR A FWD LAV SMOKE ANNUNCIATION. WE HEARD THE SMOKE ALARM FROM THE FWD LAVATORY AND CALLED ON THE INTER-PHONE TO CONFIRM THE SMOKE WITH THE FLT ATTENDANT. SHE AGREED THAT THERE WAS SMOKE IN THE CABIN. THE CAPT GAVE THE ORDER/COMMAND TO EVACUATE THE ACFT. PAX WERE EVACUATED THROUGH THE MAIN CABIN DOOR ONLY DUE TO THE SMOKE SUBSIDING WHEN THE ASSOCIATED ELECTRICAL COMPONENTS WERE SHUT OFF. WE TOLD THE RAMP TWR THAT WE WERE EVACUATING ON THE RAMP AND SHE TOLD US TO; 'MAKE A 180 DEG TURN AND TAXI BACK TO THE RAMP.' WE STATED AGAIN TWO MORE TIMES WHAT OUR INTENTIONS WERE GOING TO BE. ON THE THIRD TIME SHE SAID 'OKAY' AND THE ENTIRE AIRPLANE WAS POWERED DOWN AND THE CREW EVACUATED. ARFF CREWS THOROUGHLY CHECKED OUT THE ACFT FOR THE SMOKE.CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT THE NEXT DAY HIS CREW FLEW THAT SAME ACFT WITH A MEL'D PACK ON A REVENUE FLT TO THE HOME BASE AFTER FURTHER MAINT. IT WAS DETERMINED THAT THE PACK ITSELF HAD FAILED AND IN THE OVERHEATED CONDITION; FILLED THE CABIN WITH SMOKE.
