Narrative:
At ZSU facility a ucr was filed reporting land lines OTS frequently. They (the agency) closed the ucr at facility level without fixing this situation. We still lose land lines very often. We are following the LOA's procedures with land lines OTS but during this time of the year when the traffic is 3 times more we need the safest and more efficient method of communication.
