Narrative:
Aircraft on final for runway 35 at phl. Aircraft was issued missed approach. Instructions due to a ship crossing the final approach course. Phl has procedures in place for ships crossing by the airport. This procedure is time and time again not followed. The procedure in place is designed to provide controllers with adequate time to insure that no aircraft will be a factor with the ship. Because this procedure is not followed the situation described above occurs almost on a daily basis. This results in an unsafe environment due to aircraft executing missed approachs and aircraft removed from the final for the affected runway with little notice. This has been an ongoing issue with the city of philadelphia (who are responsible for notifying us of ship traffic). An agreement is in place but not followed. A correct and enforced procedure needs to be adapted to remedy this situation.

Title: PHL TWR CTLR EXPRESSED CONCERN REGARDING THE ARPT'S CONTINUED FAILURE TO PROVIDE TIMELY COORD TO ATC REF SHIP MOVEMENTS.
Narrative: ACFT ON FINAL FOR RWY 35 AT PHL. ACFT WAS ISSUED MISSED APCH. INSTRUCTIONS DUE TO A SHIP XING THE FINAL APCH COURSE. PHL HAS PROCS IN PLACE FOR SHIPS XING BY THE ARPT. THIS PROC IS TIME AND TIME AGAIN NOT FOLLOWED. THE PROC IN PLACE IS DESIGNED TO PROVIDE CTLRS WITH ADEQUATE TIME TO INSURE THAT NO ACFT WILL BE A FACTOR WITH THE SHIP. BECAUSE THIS PROC IS NOT FOLLOWED THE SIT DESCRIBED ABOVE OCCURS ALMOST ON A DAILY BASIS. THIS RESULTS IN AN UNSAFE ENVIRONMENT DUE TO ACFT EXECUTING MISSED APCHS AND ACFT REMOVED FROM THE FINAL FOR THE AFFECTED RWY WITH LITTLE NOTICE. THIS HAS BEEN AN ONGOING ISSUE WITH THE CITY OF PHILADELPHIA (WHO ARE RESPONSIBLE FOR NOTIFYING US OF SHIP TFC). AN AGREEMENT IS IN PLACE BUT NOT FOLLOWED. A CORRECT AND ENFORCED PROC NEEDS TO BE ADAPTED TO REMEDY THIS SIT.
