Narrative:
Airspace violation occurred when air carrier X departing cle wbound was climbed to 16000 ft. Leaving 12000 ft the aircraft entered another controller's airspace without a handoff. A handoff was initiated when the aircraft was out of 9300 ft. The receiving controller didn't take the handoff in a timely manner and the aircraft entered his airspace. Receiving controller had only 2 airplanes. Contributing factors are the receiving controller's lack of cooperation and poor sectorizing and poor procedures for climbing cleveland departures wbound from the mnn sector at ZOB.

Title: ZOB CTLR EXPERIENCED OPDEV WHEN RECEIVING CTLR FAILED TO ACCEPT HDOF PRIOR TO AIRSPACE ENTRY.
Narrative: AIRSPACE VIOLATION OCCURRED WHEN ACR X DEPARTING CLE WBOUND WAS CLBED TO 16000 FT. LEAVING 12000 FT THE ACFT ENTERED ANOTHER CTLR'S AIRSPACE WITHOUT A HDOF. A HDOF WAS INITIATED WHEN THE ACFT WAS OUT OF 9300 FT. THE RECEIVING CTLR DIDN'T TAKE THE HDOF IN A TIMELY MANNER AND THE ACFT ENTERED HIS AIRSPACE. RECEIVING CTLR HAD ONLY 2 AIRPLANES. CONTRIBUTING FACTORS ARE THE RECEIVING CTLR'S LACK OF COOPERATION AND POOR SECTORIZING AND POOR PROCS FOR CLBING CLEVELAND DEPS WBOUND FROM THE MNN SECTOR AT ZOB.
