Narrative:
For the past couple of months air carrier X has been self-metering into atl without advising ATC. Air carrier X dispatchers are telling air carrier X aircraft to cross certain fixes at certain times; the aircraft are then adjusting their speeds without advising ATC. This causes a huge problem when we are trying to space aircraft into atl because an air carrier X aircraft slows to 250 KTS 150 miles out of atl. We have had several instances that other aircraft have had an overtake and almost a loss of separation because the air carrier X jet was doing 300 KTS and then slowed without letting us know. I have advised our management and tmu and no one seems to care. Air carrier X does not have the big picture going into atl; air carrier X is not seeing the other airlines also going over that fix into atl. This is a safety issue.callback conversation with reporter revealed the following information: the reporter confirmed that the subject problem was still going on with aircraft slowing as per company request without first notifying ATC. The reporter did not know of any coordination that was taking place between the company and the FAA at any level regarding this procedure.

Title: ZTL CTLRS EXPRESSED CONCERN REGARDING A COMPANY POLICY THAT CAUSES UNEXPECTED SPD REDUCTIONS FOR ACFT LNDG ATL.
Narrative: FOR THE PAST COUPLE OF MONTHS ACR X HAS BEEN SELF-METERING INTO ATL WITHOUT ADVISING ATC. ACR X DISPATCHERS ARE TELLING ACR X ACFT TO CROSS CERTAIN FIXES AT CERTAIN TIMES; THE ACFT ARE THEN ADJUSTING THEIR SPDS WITHOUT ADVISING ATC. THIS CAUSES A HUGE PROB WHEN WE ARE TRYING TO SPACE ACFT INTO ATL BECAUSE AN ACR X ACFT SLOWS TO 250 KTS 150 MILES OUT OF ATL. THE RPTR DID NOT KNOW OF ANY COORDINATION THAT WAS TAKING PLACE BETWEEN THE COMPANY AND THE FAA AT ANY LEVEL REGARDING THIS PROC.
